Sony has its own distribution plattform and that is Sony PSN, with the difference that all their online-/multiplayer content comes along with a monthly fee. I'm mentioning this, cause this would be a big issue for publishers which are releasing on streaming plattforms.Ītm, for Sony streaming plattforms are only secondary/tertiary distribution branches. Idk, what happened since then (and didn't care much enough). I think, the last time I've heard from this issue, was in mid 2019 or so. So, VALVE is forced to win this litigation (? lawsuit? idk), otherwise.
So far VALVE didn't take those measures and went instantly into revision, which in return costs VALVE a fortune per day for abusing it. A french consumer protection center has sued VALVE (the company behind Steam) in 2015, cause VALVE offers no option of re-selling Steam library games and that consumer protection center has won in the first instance and VALVE was forced to take measures restructuring their streaming plattform for that purpose. There's even another upcoming issue, which makes releases on streaming plattforms like Steam, Gog & Co questionable - which however is a general thing. Idk, whether Sony will someday offer it on PC (and if so, on which shops? Steam? Gog? Epic Store? etc.), but atm the chances are pretty low, that this release will come in the next 3-4 years, cause Sony's PS5 wouldn't benefit from it. The point is, that Sony uses the sequel to HZD as PR for saleing their next-gen console the PS5.
